VA IRRRL in Colorado: The Streamline Nobody Told You About

Mango Stock Mortgage banner introducing the VA streamline refinance for Colorado veterans with existing VA loans.

Somebody in your unit says it over lunch: they refinanced their VA loan, it took a few weeks, nobody came out to appraise the house, and they barely had to dig up any paperwork. You nod along. Then you go home and realize you have no idea what they were talking about. You have a VA loan on a house in Colorado Springs or Aurora, taken when rates were higher than they are now, and nobody ever mentioned there was a lighter way to refinance it. That lighter way is the VA IRRRL, the Interest Rate Reduction Refinance Loan, and for a lot of Colorado veterans and service members it is the simplest refinance they will ever qualify for.

It also comes with a reputation problem, and that is worth talking about before the mechanics.

Why you have probably been suspicious of this

If you have a VA loan, you have almost certainly been mailed about refinancing it. Postcards that look like official notices. Calls that start with your loan number. Offers to “lower your payment” that never say what it costs. Some lenders built a business on refinancing the same veteran over and over, rolling fees into the balance each time, and Congress eventually stepped in because of it.

So if your instinct is that anyone bringing up a VA refinance is trying to churn you, that instinct is reasonable. It is not paranoia. It is pattern recognition.

Here is the reframe. The IRRRL is not the problem; the churning was. And the rules written to stop the churning now protect you. A VA streamline refinance today has to clear a set of federal tests that measure whether it actually helps you, and if it fails them, the VA will not guarantee the loan. That changes the question from “can I trust whoever is pitching this?” to “does my loan pass the tests?” The second question has an answer you can check yourself.

How a VA IRRRL actually works

An IRRRL replaces your existing VA loan with a new VA loan, usually at a lower rate or moving from an adjustable rate to a fixed one. It is a VA-to-VA refinance, which is why it can skip so much. The VA already guaranteed your loan once; the IRRRL largely reuses that guaranty rather than starting from scratch.

Per the VA’s own eligibility rules, you need three things:

  • You already have a VA-backed home loan. If your current loan is FHA or conventional, this is not your refinance.
  • You are refinancing that VA loan. The IRRRL pays off the existing VA loan, not some other debt.
  • You can certify you live in the home now or lived there before. This surprises people. If PCS orders moved you and you kept the old house as a rental, it can still qualify for an IRRRL, because the occupancy test looks back as well as forward.

If there is a second mortgage on the home, the holder of that second lien has to agree to stay in second position behind the new VA loan, a step called subordination. It is routine, but it adds time, so flag it early.

What the VA does not require

This is the part your coworker was describing. Under the VA’s lender handbook, an IRRRL does not require a new appraisal or a full credit underwriting package. In most cases you are not re-proving your income the way you did at purchase.

One honest caveat: the VA’s minimums are not the only rules in play. Individual lenders can add their own requirements, called overlays, such as a minimum credit score or a recent mortgage payment history check. Two lenders can look at the same IRRRL and ask for different things. That is one of the real reasons to work with a broker on this loan, and we will come back to it.

The tests that protect you

Federal law (38 U.S.C. § 3709) sets three requirements on VA refinances. These are the rules that put the churners out of business:

Test What the law requires What it protects you from
Seasoning At least six consecutive monthly payments made on the current loan, and at least 210 days past the first payment due date, whichever comes later Being refinanced months after you closed, before the first loan has done anything for you
Rate reduction Fixed to fixed: the new rate must be at least 0.50 percentage points lower. Fixed to adjustable: at least 2.00 percentage points lower A refinance that shaves a sliver off the rate while you pay full freight in fees
Recoupment Fees and closing costs must be scheduled to be recouped through lower payments within 36 months of the new loan. Taxes, escrow amounts and VA fees are excluded from that count Paying costs that take a decade to earn back

The recoupment test is the one to understand, because it is the same math you should run anyway. Take the closing costs that count, divide them by how much the new loan lowers your monthly payment, and you get the number of months it takes to break even. As a simple illustration, costs of $3,000 against a reduction of $125 a month take 24 months to recoup, which passes. If the same costs only saved $50 a month, it would take 60 months, and the loan would fail the test. Our refinance break-even calculator runs this for your own numbers.

Notice what the 0.50-point floor means in practice: if today’s rates are not at least half a point under the rate on your Note, an IRRRL is not available yet, no matter who offers it. That is a useful fact to have in your back pocket the next time a mailer shows up.

The VA funding fee on an IRRRL

The VA charges a funding fee on most of its loans. For an IRRRL it is 0.5% of the loan amount, a rate that has been in effect since April 7, 2023, and it does not change based on prior use of your benefit. It can be paid at closing or rolled into the new loan.

Many borrowers do not pay it at all. You are exempt if you receive VA compensation for a service-connected disability, or if you are a surviving spouse receiving Dependency and Indemnity Compensation, and there are a few other exempt categories. Colorado Springs and Aurora have a lot of veterans with disability ratings who do not realize the exemption carries over to a refinance. Check your Certificate of Eligibility; the exemption status is noted there.

Can you roll in energy improvements?

Yes, within limits. The VA allows an energy-efficient mortgage to be paired with an IRRRL, which can add the cost of qualifying improvements such as insulation, windows or a high-efficiency furnace to the loan, capped at $6,000. Improvements up to $3,000 are supported by their documented cost; between $3,000 and $6,000, the lender has to show that the projected energy savings outweigh the added payment. For a Front Range winter, that can be worth asking about.

Not sure whether your VA loan passes the tests?

Send us your current rate, balance and closing date. We will tell you plainly whether an IRRRL clears the rate and recoupment tests today, and if it does not, roughly what would need to change.

IRRRL vs. a VA cash-out refinance

These get mixed up constantly, and the difference decides how much paperwork you are in for.

VA IRRRL (streamline) VA cash-out refinance
Existing loan Must already be VA Can be VA, FHA, conventional or other
Cash to you No, beyond allowed energy improvements Yes, based on your equity
Appraisal Not required by the VA Required
Income and credit review No full underwriting package required by the VA; lender overlays vary Full underwriting
Occupancy Live there now or did previously Must live there now

If what you need is money from your equity, you are no longer shopping for a streamline. You may be weighing a cash-out refinance against keeping your VA loan and adding a home equity loan or HELOC on top of it, sometimes called a second mortgage. That second-lien route lets you keep the first loan untouched, which matters if your current rate is already low.

Who the IRRRL is not for

We would rather tell you now than after you have pulled documents together.

  • Your current loan is not VA. If you bought with FHA or conventional financing, the IRRRL is off the table, even if you are eligible for VA benefits. A VA cash-out refinance can move a non-VA loan into the VA program, but it is fully underwritten. If you are paying FHA mortgage insurance for the life of the loan, read our guide to refinancing out of FHA as well.
  • You need cash out. Different product, full underwriting, appraisal required.
  • The rate gap is not there yet. If today’s rates are less than half a point under yours, the law blocks the refinance. Waiting is the right move, and nobody should talk you out of that.
  • You are about to sell. If PCS orders or a move are coming within a couple of years, check whether you would reach break-even before you sell. If not, keep the loan you have. One more consideration: a VA loan is assumable, and a buyer may value your rate when you sell.
  • You are behind on payments. The loan generally needs to be current. If you are not, call your servicer and the VA about loss-mitigation options first.

How to get ready

Most of this you can do this week, from your kitchen table:

  1. Confirm the loan is actually VA. Look at your closing disclosure or the Note. It will reference the VA guaranty and a VA loan number. Do not assume; some veterans bought with FHA and forgot.
  2. Pull your Note rate and current balance from your latest statement. Use the rate on the Note, not the rate you remember being quoted, and the current principal, not the original loan amount. Those two numbers decide whether you pass the 0.50-point test.
  3. Count your payments. Find your first payment due date. You need six consecutive monthly payments made and 210 days past that first due date. If you closed recently, put a date on the calendar instead of applying early.
  4. Find your Certificate of Eligibility and check the funding fee line. If you have a disability rating, confirm the exemption is shown. If you cannot find the COE, we can pull it.
  5. If there is a second mortgage, find out who holds it. Subordination is the slowest piece of an IRRRL. Knowing the lender and account number up front saves weeks.
  6. Don’t skip a payment because a refinance is coming. Keep paying your current mortgage on time until your closing paperwork shows the old loan has been paid off. Mailers that promise you can “skip a payment” are describing how mortgage interest is billed, not free money, and a late payment mid-process can sink the file. Recent payment history is often the one thing a lender checks closely on an IRRRL.

How we work with Colorado veterans on an IRRRL

Because the VA sets the floor and lenders set their own rules on top, the same IRRRL can be simple at one lender and a hassle at another. As a broker, we can place your loan with lenders in our network whose overlays fit your file: one may want a recent mortgage history check only, another may want a credit score you do not have right now. Matching your situation to the right lender is most of the job.

The first thing we do is not a rate quote. It is the arithmetic: your Note rate against what is available today, the costs that count toward recoupment, and the months to break even. If the numbers do not clear the federal tests, or clear them so narrowly that it is not worth your time, we will say so. A veteran we tell “not yet” is a veteran who calls back when it is time.

We work with service members across Colorado, including around Fort Carson, Peterson and Schriever in Colorado Springs and Buckley in Aurora. If you are still learning how the benefit works more broadly, our VA loan eligibility guide covers entitlement and the COE, and our VA home loans page covers purchase options. Frequently asked questions

How soon can I do a VA IRRRL after buying my home?

You need at least six consecutive monthly payments made on your current VA loan, and the new loan cannot close until 210 days after the first payment due date of that loan, whichever is later.

Does a VA IRRRL require an appraisal?

The VA does not require an appraisal or a full credit underwriting package for an IRRRL. Some lenders add their own requirements, so it varies by lender.

Can I do an IRRRL on a home I no longer live in?

Yes, as long as you can certify that you previously lived in the home. This is common for service members who kept a Colorado home as a rental after a PCS move.

What is the VA funding fee on an IRRRL?

It is 0.5% of the loan amount, effective since April 7, 2023, and it can be financed into the loan. Veterans receiving VA compensation for a service-connected disability and surviving spouses receiving DIC are exempt.

How much lower does my rate need to be for an IRRRL?

For a fixed-rate loan refinancing into another fixed rate, the new rate must be at least 0.50 percentage points lower. Moving from a fixed rate to an adjustable rate requires at least 2.00 percentage points. The costs must also be recouped within 36 months.
