USDA Loans California — Zero Down in Eligible Areas
More of California qualifies than buyers expect. Much of the Central Valley, the far north and the Sierra foothills fall inside USDA-eligible boundaries.
How USDA Works in California
A USDA loan is backed by the U.S. Department of Agriculture and requires no down payment at all. The catch is geography: the property must sit inside a designated rural area, and household income must fall under a limit that varies by county and household size.
California surprises people here. Because eligibility is drawn by designated boundary rather than by how rural a place feels, communities on the edges of the Sacramento, Fresno, Bakersfield and Redding metros frequently qualify. Eligibility is determined address by address, so the only reliable answer comes from checking the specific property.
USDA Requirements
- Location — the property must be in a USDA-eligible area
- Income — household income must be under the county limit for your household size
- Down payment — none required
- Credit — most lenders look for 640 or higher
- Occupancy — primary residence only
- Fees — an upfront guarantee fee plus a smaller annual fee, both below comparable FHA costs
Where USDA Works in California
The Central Valley is the strongest USDA territory in the state — communities around Fresno, Visalia, Bakersfield, Modesto and Merced include large eligible areas. North of Sacramento, much of the Sacramento Valley qualifies, as does a substantial share of the far north around Redding and Chico. The Sierra foothills and parts of the Central Coast also contain eligible pockets.
Coastal metros generally do not qualify. If you are buying in Los Angeles, San Diego or the Bay Area, USDA is unlikely to be relevant — FHA or a low-down conventional loan will usually be the zero-or-low-down route instead.
Two Limits, Not One
USDA has both a geographic test and an income ceiling, and buyers frequently clear one while failing the other. A household can be well inside an eligible area and still earn too much, or qualify comfortably on income and be two streets outside the boundary. Both need checking before you build a plan around it.
California USDA Loan FAQ
Which parts of California are USDA-eligible?
Large portions of the Central Valley, the Sacramento Valley, the far north and the Sierra foothills, plus scattered areas on the Central Coast. Eligibility is set by designated boundary and determined address by address, so a specific property is the only reliable test.
Is there an income limit for USDA loans in California?
Yes. Household income must fall under a limit that varies by county and household size. California limits are higher in expensive counties, but the program is still aimed at moderate-income households.
Can I use a USDA loan for a California investment property?
No. USDA financing is for primary residences only. For a California rental, look at conventional investor financing or a DSCR loan.
Does USDA really require no down payment?
Correct — zero down for eligible borrowers and properties. There is an upfront guarantee fee and a smaller annual fee, both generally lower than comparable FHA mortgage insurance.
